Tap water is generally safe to drink in most parts of Costa Rica. If you have a very sensitive stomach or want to be extra cautious, using bottled water is a safe bet.
You can pay with US dollars in most places. Tips: bring small USD bills, large bills like $50 or $100 are sometimes rejected to counterfeit comcerns. If you pay in USD, you will usually get the change in colones.
